No. DRM-protected M4P files (iTunes Store purchases from before 2009) cannot be decoded or converted by any standard tool without authorization. Apple removed DRM from their music catalog in 2009, and purchased music from that point forward is DRM-free M4A. If you have M4P files, you'd need to re-purchase or re-download them as DRM-free from Apple Music.

Will converting M4A to MP3 noticeably reduce quality?

At 192 kbps, the conversion from AAC M4A to MP3 involves two lossy encoding steps (AAC decode → MP3 encode). This double-encoding introduces some quality loss. At 192 kbps, most listeners won't notice. If quality is critical, use 256–320 kbps to minimize generational loss. AAC at 256 kbps M4A → MP3 at 320 kbps is practically lossless in practice.

How do I find M4A files from my iPhone Voice Memos?

iPhone Voice Memos are stored as M4A files. To transfer them to your computer: on iPhone, tap the three-dot menu on a recording and choose "Share" → "Save to Files" → iCloud Drive or AirDrop to your Mac. On Mac, they save directly to ~/Library/Application Support/com.apple.voicememos.

Is there any quality advantage to keeping files as M4A rather than converting to MP3?

Yes — if your playback device supports M4A. AAC at 256 kbps is audibly transparent (indistinguishable from lossless by most listeners), while MP3 needs 320 kbps to reach the same threshold.
