No, and that's by design — a PDF must contain at least one page. If you try to remove all of them, the tool blocks the action and asks you to keep at least one page, preventing you from creating an invalid, empty file.
You'll need to unlock it first, since protected pages can't be previewed. Run it through the Unlock PDF tool with the correct password, then delete pages from the resulting copy — all while keeping everything inside your browser.
